The measure, which passed with a 17-2 margin at a mid-April council meeting, paves the way for a wider vote across the tribal membership, whose support will decide if the plan moves ahead.
New Framework Readies Tribe for Potential Gaming Initiatives
The proposed amendment marks a critical benchmark in the tribe’s long-range economic strategy. While the updated constitutional language does not give formal approval for casino operations, it lays the required legal and administrative foundation for regulating these types of ventures. If adopted, the revised framework will allow the tribal government to oversee commercial projects, form business partnerships, and set guidelines for how potential revenues are managed, according to reporting from the North State Journal.
Tribal leadership has stressed that the initiative is focused on improving economic conditions for enrolled members. Chairman John Lowery noted that expanding into the gaming sector could deliver significant financial benefits that complement federal funding the tribe is set to receive after securing full federal recognition in late 2025. That official recognition ended decades of limited legal status and unlocked new opportunities, including eligibility for federal programs and the right to pursue gaming operations under national regulatory rules.
Shortly after receiving recognition, the tribe took steps to position itself for new development. Through its business arm, it purchased approximately 240 acres of property along Interstate 95 in Robeson County for $6.8 million. The site, located near a major transportation corridor, is considered a highly attractive spot for a large-scale entertainment complex that could draw visitors from across the region, including neighboring South Carolina.
Lumbee Casino Proposal Would Create Jobs But Faces Major Obstacles
Projections indicate that a casino project could generate roughly 3,000 positions, delivering a significant boost to the local economy in one of the state’s most economically distressed areas. Beyond that, the development could drive growth for surrounding businesses and support upgrades to local infrastructure.
Once completed, the Lumbee casino will become the fourth tribal gaming facility in North Carolina, joining existing venues operated by other Native American tribes in the state. Even so, competition in the gaming sector remains a sensitive, contentious issue. Other tribes in the state have raised concerns about market saturation and opposed the Lumbees’ recognition efforts during federal hearings held last year.
Despite the recent progress, several hurdles still stand in the way. The constitutional amendment must first win approval from the tribe’s full membership. After that, the land earmarked for the casino will need to be placed into federal trust, followed by negotiations with state officials to finalize a gaming compact and secure additional regulatory approvals.
While the full process may take multiple years to complete, the Lumbee Tribe’s recent actions make clear its firm commitment to turning the long-discussed casino project into reality.
